Why finding a time for a group is so hard
Adding a person to a meeting does not make scheduling slightly harder, it makes it multiplicatively harder. Each attendee removes a fraction of the remaining candidate slots, so viable times collapse fast. With eight people at 30 percent booked each, roughly 5 percent of slots survive. Scheduling four people takes a few messages. Scheduling nine takes a week and somebody ends up excluded. That gap is not a failure of organization, and adding more discipline to the email thread does not close it. The difficulty is arithmetic.
What actually happens when you add a person?
Take a working week with 40 hours and a one-hour meeting, so 40 candidate slots. Someone whose calendar is 30 percent booked eliminates roughly 30 percent of them. The next person eliminates 30 percent of what is left, not 30 percent of the original. Each addition multiplies rather than subtracts.

Why does the email thread never converge?
Because it is a sequential search through a space that is collapsing while you search it. Someone proposes Tuesday. Three people reply. By the time the fourth answers, Tuesday has been taken by another meeting. The proposal is stale before it is fully evaluated, so you propose Wednesday and start again.

Why is the availability people report wrong?
Because most tools ask them to remember it. Filling in a manual grid means reconstructing two weeks from memory, and memory is systematically biased: people recall recurring meetings and forget one-off ones, and they forget the things they have not yet been reminded about.
So the poll finds a slot that works according to what nine people remembered, which is not the same as a slot that works. The fix is structural rather than motivational. What can you actually do about it?
Shrink the group

Widen the range instead of the group
If the group genuinely cannot shrink, give the search more space. Three weeks instead of one triples the candidate slots, which is the only lever that scales the right way.

Accept a quorum instead of everyone
Insisting on all twelve people may mean no slot exists. Deciding that eight is enough, and naming who is essential, often converts an impossible problem into an easy one.
Make it recurring once you find one
A viable slot for nine people is a scarce resource. When you find one, protect it rather than re-solving the problem next month.
When is a meeting not the answer?
When the search cost exceeds the meeting's value. Twelve people spending a collective week converging on a 30 minute status update has already cost more than the update is worth. If the poll is struggling, that is information: either the group is too large or the meeting did not need to happen synchronously.
If it takes nine people a week to find thirty minutes, the thirty minutes had better be worth more than the week.
